India-UAE trade crossed $101.25 billion in FY2025-26, and India's exports to the UAE hit a record $37.36 billion — making the Emirates the second-largest destination for anything stamped "Made in India," per the latest bilateral figures. Why export to Dubai from India in 2026?

Three reasons, all backed by numbers. First, scale: the UAE takes 8.38% of everything India exports, more than any market except the US, inside a relationship that crossed $100 billion for two straight years, per IBEF. Second, tariffs — the CEPA stripped duty off most of the book (more below). Third, reach: a container that clears Dubai rarely stops there. It gets re-exported across the Gulf, East Africa and South Asia, so one UAE buyer can be a distribution network, not a single account.

The rules for how to export to UAE from India are identical whether your buyer sits in Dubai, Abu Dhabi or Sharjah — one federal customs union, one CEPA. And the product mix shows where demand already sits: gems and jewellery lead India's basket to the UAE, followed by refined petroleum and electrical machinery.

What is the India-UAE CEPA and how much duty does it save?

The India-UAE CEPA is a free-trade agreement, in force since 1 May 2022, that makes about 90% of India's exports by value duty-free into the UAE immediately. The UAE eliminated tariffs on 97% of its tariff lines — covering 99% of Indian exports by value — with 80.3% going to zero on day one, per the official CEPA FAQ.

That is the gap between winning and losing a Gulf order. Gold jewellery used to face a 5% UAE import duty; CEPA cut it, and India's gems and jewellery exports to the UAE jumped from $4.95B in FY2022 to $8.04B in FY2024, per India Briefing. Textiles, leather, footwear, engineering goods and pharma got the same zero-duty runway.

The catch every first-timer misses: the saving isn't automatic. Your UAE buyer only gets the preferential rate if you supply a preferential Certificate of Origin proving Indian origin, filed through India's eCoO / Trade Connect platform. No CoO, no CEPA benefit — goods clear at the normal tariff. Exporters filed 122,036 such certificates in FY2024-25, up 24.7%, per Middle East Briefing.

CEPA doesn't discount your product. It discounts your paperwork discipline. The exporter who files a clean Certificate of Origin lands 5% cheaper than the one who doesn't — same factory, same goods.

How to export to Dubai from India: step by step

The short version of how to export to Dubai from India: fix the paperwork, clear UAE compliance, target the right buyer. The mechanics match any Indian export, plus a CEPA layer. The sequence most exporters run:

  1. Get your IEC. Nothing leaves without an Import Export Code from DGFT — a one-time, PAN-linked registration.
  2. Fix your HS code. Classify to the 8-digit ITC-HS line. Gems and jewellery sit in HS Chapter 71 (jewellery articles in HS 7113), machinery in 84, electricals in 85, petroleum products in 27. The code drives your duty, your CoO and every later filing (how HS codes work).

  4. File the preferential Certificate of Origin. This is the CEPA step — issued electronically, it unlocks the duty-free rate for your buyer. Skip it and you hand your margin to UAE customs.
  5. Clear UAE compliance before you ship. Regulated products need ESMA/ECAS conformity; food needs halal and Dubai Municipality registration (next section). Sort this before the container sails, not after it lands.
  6. Ship, clear, get paid. Goods arrive at Jebel Ali Port or Dubai's airports, your buyer clears them — often duty-free — and payment settles on your agreed terms.

What are the UAE's import rules? ESMA, halal and labelling

The UAE lets goods in fast, but regulated categories must prove conformity first. Standardised products — electronics, toys, cosmetics, appliances — need an ECAS (Emirates Conformity Assessment Scheme) certificate, and some carry the Emirates Quality Mark, per the US ITA's UAE guide. Food carries the heaviest rulebook. Here's what trips up new exporters:

For food, register on Dubai Municipality's FIRS (Food Import and Re-export System), submit a label image and packaging description, and budget roughly 10 working days for approval, per ProPartner Group. Halal is regulated jointly by ESMA and Dubai Municipality; meat and poultry can't clear without both a halal certificate and a halal slaughter certificate from an approved body, per UAE product-registration guidance. Get the Arabic label right first time — a rejected label leaves the whole consignment in bond.

Dubai as a re-export gateway to Africa and the GCC

This is what separates Dubai from every other Gulf market. Sell into Dubai and you're often selling to a re-exporter, not an end user. Jebel Ali Free Zone — next to Jebel Ali Port, the largest seaport in the Middle East — hosts more than 11,000 companies and moved a record $190 billion of trade in its 40th year, up 15%, per DP World. Goods can be stored, repackaged and re-exported from JAFZA without paying customs duty until they enter the local UAE market, and qualifying free-zone income is taxed at 0%.
