India shipped 6.6 million tonnes of finished steel in FY2025-26 (April 2025–March 2026) — up 36% year on year — and for the first time in three years sent out more steel than it brought in (Argus Media). Imports fell 31.7%, exports cleared imports by roughly 78,000 tonnes, and the country flipped from net importer to net exporter in a single fiscal year (PSU Connect). That reversal is the headline in the latest steel export data India has released, and it moves the map of where exporters should be hunting for orders.

A record on the ledger is not a record in your order book. That 36% jump leaned heavily on European mills stockpiling ahead of tighter EU safeguard quotas that took effect 1 July 2026 — a buying window that is now closing. The exporters who hold onto those tonnes are the ones reading destination-market import records lane by lane, not the ones waiting for a Kandla broker to call.

What does the latest steel export data India show?

India's finished steel exports hit 6.6 million tonnes in FY2025-26, up 36% from 4.857 million tonnes a year earlier, while imports fell 31.7% — enough to make the country a net steel exporter after two straight years as a net importer (Argus). The margin was thin — exports beat imports by about 78,000 tonnes — but the direction is what counts.

The export surge sat on a strong production base. Crude steel output rose 10.7% to 168.4 million tonnes, finished steel consumption grew to roughly 164 MT, and installed capacity of around 220 MT is projected to reach 300 MT by 2030 (PSU Connect, DD News). For Indian steel exporters the practical read from the steel export data India put out this year is blunt: domestic supply is no longer the constraint — demand placement is. The mills that grew fastest were the ones that found overseas buyers before the tonnes came off the line.

From net importer to net exporter: the FY2025-26 flip

Rewind twelve months and the story was the opposite. In FY2024-25 India stayed a net importer of steel for a second consecutive year, pulling in about 9.5 million tonnes of finished steel as cheap Chinese, Korean and Japanese coil flooded the domestic market (SteelOrbis). A 12% safeguard duty on certain flat products and softer import flows changed that arithmetic through FY2025-26.

Two forces pulled the tonnes outward. Europe bought hard in the second half of 2025 to beat the 2026 policy changes, and Vietnam threw open a lane almost overnight after slapping anti-dumping measures and an anti-circumvention probe on Chinese hot-rolled coil — Indian mills stepped straight into the gap (Argus). This is the pattern behind almost every iron and steel export from India swing: a rival origin gets shut out of a market, and the buyers there go looking for the next duty-competitive supplier. The exporters who see it first in the shipment records win the tender.

Which countries buy the most finished steel from India?

Italy is the single largest buyer of Indian finished steel — 1.07 million tonnes in FY2025-26, up 51% — followed by Vietnam (772,300 t), Belgium (720,800 t), the UAE (486,000 t) and Spain (482,900 t). Italy, Belgium and Spain alone absorbed 34% of India's total finished steel export volume (Argus). The full top five:

Each lane wants a different pitch. Italy, Belgium and Spain buy flat coil for re-rolling and construction and negotiate against the European domestic index. Vietnam is a pure substitution play — its mills switched to Indian HRC the moment Chinese material got dutied, so price and prompt shipment win. The Gulf, led by the UAE, is a steadier coated-steel and long-products market that barely moved. Nepal, a perennial buyer of Indian TMT bars across the open border, sits just outside this flat-steel top five. Read the buyer list before you quote — the Italian re-roller and the Vietnamese service centre are not the same conversation.

Steel export HS codes: Chapter 72 explained

Iron and steel export from India runs almost entirely through Chapter 72 of the HS nomenclature. Three flat-product headings carry the bulk of the finished steel export trade:

Long products sit elsewhere — bars and rods under 7213/7214, and semi-finished billets and slabs under 7207 — so a search on 7208 alone understates the real steel economy. EU safeguard duties and CBAM: the 2026 squeeze on Indian steel

The biggest risk to India's new export lead is regulatory, and it is European. A tougher EU steel safeguard came into force on 1 July 2026: it halves the duty-free import quotas and doubles the out-of-quota tariff to 50%, capping total tariff-free steel imports at 18,345,922 tonnes across 26 product categories (co2-iq, SIBO). Once India's HRC quota is breached, the pro-rated duty is expected to climb from about 8–9% to 15–20% (Argus).

Layered on top is CBAM, the EU carbon border levy pricing embedded emissions from 2026 — an added €150–550 per tonne for steel depending on carbon intensity (co2-iq). Blast-furnace-heavy Indian steel carries higher embedded carbon than the EU average, so the levy bites harder here. Buyers are already rotating toward safeguard-exempt origins such as Indonesia, Algeria, Saudi Arabia and Ukraine.

The price math is tight. Indian HRC was last offered at $705–710/t CFR EU for mid-2026 shipments against an Italian HRC index near €694/t (Argus). Add a doubled duty plus CBAM and the Indian discount evaporates. FY2025-26's European stockpiling was a pull-forward, not a new baseline — so the smart move now is to lock in the buyers Europe's squeeze pushes toward Vietnam, the Gulf and South Asia.
